NOTES FROM THE MINUTES OF THE COMMITTEE MEETING HELD ON 16th AUGUST 2007 at THATCHAM FOOTBALL CLUB.

 

1.      A reminder has been put on website re-closure of waters 3 hours before a match.  A further reminder to be placed in the tackle shop.

 

2.      EA have been contacted re-multilingual signs (post meeting note EA advise that signs in Polish in preparation will be notified when available).

 

3.      Quotations from Aquascience for the cost of floating barriers for Collins are awaited.

 

4.      A quotation had been received for the repair of 10 undercut swims on Pallett’s Pool.  Comparative tenders to be obtained

 

5.      Mr Knott estimated that the cost of materials for fencing around Rawlings Retreat car park at £180.  Fishery Manager to investigate cost of fencing for Cold Ash stream.

 

6.      Chemicals for Portaloo for Willows are biodegradable.  They are lockable and NAA could provide own locks.  Chairman to check if our insurance covers toilets and if so arrange a 4 month trial hiring.

 

7.      It had been noticed in the angling press that there had been a relaxation in the laws relating to fishing near power lines.   Details were passed to the H & S Officer who will contact BW about a risk assessment.

 

8.      The July floods had had destroyed much of the repair work done to Muddy Lane.  The Chairman had called back JGD Services to do emergency repairs following damage to a member’s car.  It was reported in the press that funds would be available from local councils to repair flood damage. The Chairman will arrange a meeting with West Berks Council within 2 weeks to discuss the possibilities.  It was suggested that West Berks counsellors be contacted if no progress is made with officials.

 

9.      A member had been cautioned for using micro barbed hooks.  It was suspected that barbed hooks were also being used and it was agreed disciplinary action would be taken if any further infringements occurred.  It was agreed that the use of barbed hooks and the use of braided lines needed further investigation.

 

10.  Bellwood store – The implications of the regulations regarding storage of hazardous substances were discussed, also advice had been sought from WBC Trading Standards.  It was suggested that after a major clear out of combustible materials and items that were no longer required small amounts of inflammable liquids could be stored in the appropriate containers and cabinets.

 

11.  Advice had been sought from NAFAC legal advisors regarding the wording of a disclaimer statement and on the safety issues regarding junior members fishing alone at night.  NAFAC had agreed to prepare information sheets on both subjects.

 

12.  A Child Protection Policy Statement had been prepared and discussed at a meeting with the WBC safe guarding child protection officer.  Only minor changes are required.  Some training may be required at a maximum cost of £100.

 

13.  Risk assessments have been carried out on Bellwood store and juniors fishing alone at night.  After a generic risk assessment has been carried out on the lakes a sub-committee will be set up to make recommendations based on risk assessments carried out.

 

14.  Three quotes had now been received for the repair to 9 swims on Dobson’s.  These were from Creative landscapes , Aquatic managements and JGD services.  It was agreed Creative Landscapes should do the job a) as they were the cheapest quote and b) to try an alternative contractor.

 

15.  Litter was still a problem on Bellwood

 

16.  Water in the Cold Ash stream cannot get away from the culvert under the railway line at Widmead.  Network Rail to be contacted to resolve the problem.

 

17.  It was agreed that more secure fencing was required on NAA gates at Widmead to prevent unauthorised access.

 

18.  The five year fishery management plan required updating.

 

19.  Progress on improving the NAA website to be reviewed.

 

20.   A report had been received of a member hooking a swan with a barbed hook on Collin’s which resulted in Swan lifeline effecting a rescue.  It was agreed that if a full written report was submitted to the Secretary consideration would be given to disciplinary action.

 

21.  Mrs A Blunt of Tigers Day Nursery has provided £100 sponsorship for the ladies and juniors Christmas match.  NWN sponsored the Inter School John Major Trophy to the same amount.

 

22.  Following approval of the access bridge to the racecourse from Hambridge road the secretary has written to West Berks Council reminding them that NAA should be consulted about any housing development that may result.

 


NOTES FROM THE MINUTES OF THE COMMITTEE MEETING HELD ON 17th MAY 2007 at THATCHAM FOOTBALL CLUB.

 

1.      Open Matches –It was agreed that these would go ahead but reduced in number to one match per month during the season.  Waters would only be closed for 3 hours before a match as stated in the regulations. 

 

2.      The remaining large snag in Bellwood had been successfully removed.

 

3.   Material for repair of Muddy Lane had been delivered and work was due to start on 11th June.

 

4.      The request for an alcohol ban on NAA waters was discussed.  It was proposed that as this would constitute a regulation it could be actioned by the Committee.  The situation would be monitored and if this was a problem appropriate action could be taken.

 

5.    There had been some problems with Bellwood regarding use of barbed hooks and also gates being left open.  It was proposed to highlight these in a Newsletter to go out with permits 

 

6.      A letter had been sent to retiring members on behalf of the Committee thanking them for their services to NAA.

 

7.      A letter had been sent to Suttons Estates requesting the removal of fallen trees at Speen Moors before the start of the season.

 

8.      A proposed list of specimen weights of fish caught in NAA waters had been compiled from previous records.  This would be circulated with the minutes and any additions or corrections appreciated.

 

9.      Permits and rule books had gone to print and would be ready shortly. Thanks were due to those who had proof read and amended those documents.

 

10.  New keys and lock barrels had been purchased to replace the white dot keys.  These would be issued to key holders when they collected their new permits.  White dot keys would be returned to the manufacturer for re-coding and would be used again at a later date.

 

11. Under age juniors had been caught night fishing on Palletts Pool and parents had been called to collect them.  A reminder of the regulations would be published in the next Newsletter.

 

12.  It was reported that some tackle had been stolen from outside a bivvy

 

13. The advice from NAFAC was that NAA should be fully compliant with H & S at work Act.  There could be problems with insurance if we were not compliant.  A draft policy was presented and would be circulated with the minutes for consideration.  A list of required risk assessments was also being formulated.  It was also likely that a nominated trained person would be required to be responsible for young persons; advice was available from West Berks Child Protection Officer.

 

14.  It was noted that the most immediate problem would be Health and Safety of working parties.  How other clubs cope with this would be investigated.

 

15. The clear up around Alders had been completed and the floating islands were due to arrive on 4th June.

 

16.  A sign had been organised to be installed ready for the opening and the car park had been completed and the paths around the lake levelled.

 

17.  Fencing around pegs was ongoing but would be completed by the start of the season.

 

18.  A section 30 had been applied for in order to remove unwanted carp from Alders

 

19.  It was agreed that some of the willow branches in the corner of Willows (pegs 42 -43) would be removed.

 

20.  A quote would be obtained for the repair of swims on Dobson’s.

 

21.  It was reported that a swim on Pallets Pool had collapsed and would be taped off for safety reasons.

 

22.  Grass cutting had been arranged for Widmead for the start of the season.

 

23.  At Colthrop Pegs 3 and 14 required attention and breaks in the fence and the open yellow gate had been reported to Grundon’s. 

 

24.  The possibility of getting a replacement extendable chainsaw on the insurance was to be investigated.

 

25.  It was reported from the Fisheries Action Plan Committee that the Kennet FAP was being redrafted and would be considered by a working party in June.  The all party parliamentary angling group were due to meet at Englefield on 25 May NAA’s interests would be represented. A request to dredge the canal at Woolhampton was proposed without much support from those present and the EA were giving it some consideration possibly under the Chalk Stream Restoration Project.

 

26.  It was also reported at the Cleaner Kennet Campaign meeting held on 15th May that Thames Water confirmed that local developments at Kennet Valley Park and Green Park had not been included in their water resources plan and would therefore be supplied from the Kennet Valley.  However the plan is being updated based on government housing requirements which may make objections to individual developments more difficult.  The lack of consultation with NAA over Newbury wharf development was also voiced.  The affect of this on the river Kennet was and the impact on NAA’s and residents angling rights were highlighted


NOTES FROM THE MINUTES OF THE COMMITTEE MEETING HELD ON 19th APRIL 2007 at THATCHAM FOOTBALL CLUB.

 

1.                  A quote had been received for the repair of the bank between Peg 4 on Knott’s and the Middle Ditch this was accepted.

 

2.                  A meeting had been held with members interested in the future of Bellwood.  A list of suggestions had been compiled and would be circulated for consideration.

 

3.                  A letter had been received from a member requesting that all matches be pegged including the Christmas match.  On the new match calendar those not pegged are clearly designated as rover matches.   The format of the Christmas match is appreciated by many and it was agreed that the current format should remain.

 

4.                  Working parties for Alders were poorly attended and there was still much work to be done, several more would be required. 

 

5.                  A proposal had been received to refresh the NAA match scene and a detailed proposal presented to the Committee.  The proposal was that a new scheme operated from the season of 2008/9 and that 12 match club championship series be held on various club venues.  In order to kick start the new programme in 2007/8 12 open matches on 30 peg plus venues such as Enborne canal, Avington and rivers e.g. Colthrop and Brimpton combined would be held. The committee appreciated the interest and were generally in favour, it was proposed that members had time to consider the proposal and they would be contacted individually for their opinions.

 

6.                  It was proposed that the best and most affordable option for planting of the island in Alders was floating coir islands pre-planted and secured on poles so that they would rise and fall according to water levels.  The committee agreed that this would be a suitable option.

 

7.                  It was agreed that sign would be erected for Rawlings Retreat and the lake would be officially opened on 16th June at 10:00 by Mr Warwick.

 

8.                  In order to complete the Alders car park more scalpings were required it was agreed that this work should be completed.

 

9.                  It was reported that the fence had been broken down at Peg 43 on Willows and was in need of repair.

 

10.              Some pegs on Dobson’s required attention as they had collapsed it was agreed to undertake the necessary repairs.

 

11.              The remaining snags in Bellwood would be removed on Sunday 5th May

 

An estimate had been received for labour costs to repair Muddy Lane.  It was agreed that this proposal was not affordable.  It was suggested that as the

 1  A meeting with Grundons had been held and they agreed to remove the fallen trees from Colthrop and a letter had been sent regarding the continuation of the lease and also the site of the gravel conveyer.

  

2   It was reported that the Cold Ash stream had been cleared.

 

3  A meeting had been arranged with the discovery centre re-Muddy Lane

 

4  The EA would be consulted re- Brimpton etc at a meeting scheduled for 3rd April.

 

5  270lb of roach had been netted from the Inkpen private lake and stocked into Alders Dobson’s and Dixon’s. A letter of thanks had been sent to the lake owners.

 

6  The vacancies on the committee to be proposed at the AGM were for 5 committee places plus treasurer and fishery manager. Thanks were extended to Eric Goswell who would be standing down.  A Mr R Hawthorn had volunteered his services for Health & Safety. It is to be confirmed whether he intends to stand for the new Health & Safety Officer position at the  AGM

 

7  BW had been contacted regarding the disabled swims at Hambridge.

 

8  West Berks council contact Mr Brendan Murphy would also be contacted as they had offered to install disabled swims on the free stretch by the new bridge at Northcroft.

 

9  A meeting would be held with interested parties to discuss the future of Bellwood.

 

10  Quotes were being obtained for the repair of the bank by peg 4 on Knott’s.

 

11  So far Alders stocking had been almost completed the final delivery of bream was due shortly

 

12  Working parties were arranged for Alders for April 15th and 22nd to tidy up the swims and banks.  A ploughman’s lunch would be provided for the volunteers.

 

13  The hedge between the lakes had now been laid.  Mr Knott and Mr Dixon were congratulated on the expert handiwork.

 

14  It was reported that the weeping willow on Alders had broken in the recent high winds.

 

15  Mr Townsend reported that the gates to Widmead were now locked; however 3 members were removed as they were fishing out of season.   It was requested that permit holders be identified if possible.   He also reported that he had collected 8 sacks of litter from the complex.

 

16  Mr Purton would arrange a meeting of volunteers for junior matches some CRB checks would be required.

 

17  It was agreed that the list of key holders for Aldermaston and Colthrop would be checked to determine if all key holders were still members.

 

18  A willow on the island in Dobson’s lake requires pollarding it was agreed that Mr Knott would do this when convenient.

 


NEWBURY ANGLING ASSOCIATION

 

NOTES FROM THE MINUTES OF THE COMMITTEE MEETING HELD 15th FEBRUARY 2007 at THATCHAM FOOTBALL CLUB.

 

1)      It was reported that the EGM and Open forum was attended by 43 members.    The rule changes proposed by the committee were approved but other proposals were not successful.

 

2)      The following positions were vacant and would be available for nominations at the AGM.  Fishery Manager & H & S advisor– volunteers had come forward for both posts.  There were 5 committee posts up for election.

 

3)      West Berks had a proposal for disabled swims at Northcroft.

 

4)      It was proposed to pursue both the council and the discovery centre in an attempt to get some improvements to Muddy Lane..

 

5)      A reply had been received from Lord Rooker regarding the close season.  He was not hopeful of any changes but did not seem to have fully appreciated the arguments.  Mr Benyon was also not happy with the reply a further meeting would be sought for further discussions.

 

6)      Some complaints had been received from residents in Bone Mill lane re-parking. 

 

7)      A letter had been received from Mr Bowsher drawing the clubs attention to an article highlighting the problem encountered by some fisheries thought to be due to the use of trout pellets.  It was thought that these may have contributed to the Bellwood problems.

Matches

 

  1. Preliminary bookings had been made for the 2007 Christmas match..

 

  1. It was suggested that the men’s pairs scheduled to be held on Speen Moors be moved to Enborne Canal as the access was flooded. This was agreed.

 

Fishery management

 

  1. It was reported that 1000 bream had been stocked into Dobson’s.

 

  1. Trees at the rear of Bellwood needed attention following the high winds and some sleepers from a swim were floating in the water.

 

  1. It was agreed that working parties had permission to rebuild swims on Collins.

 

  1. Work was need to be done at Brimpton and the EA would need to be consulted

 

  1. Some silver fish were available from a private lake in Inkpen a health check was being arranged on a representative sample.
